Finansman:
İller Bankası tarafından Uluslararası İmar ve Kalkınma Bankası'ndan (IBRD) (“Banka”), Sürdürülebilir Şehirler Projesi 2'nin maliyetine yönelik bir kredi (bundan böyle “Kredi” olarak anılacaktır) şeklinde finansman almıştır. – Ek Finansman (SCP2-AF) olup, Kredinin bir kısmını Alt Kredi yoluyla KOSKİ Konya Su ve Kanalizasyon İdaresi Genel Müdürlüğü'ne (bundan sonra Müşteri olarak anılacaktır) tahsis etmeyi amaçlamaktadır. Müşteri, bu Alt Krediden elde edilen gelirin bir kısmını danışmanlık hizmetleri için uygun ödemelere uygulama niyetindedir.

REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – FIRMS SELECTION) TURKEY
SUSTAINABLE CITIES PROJECT 2 – ADDITIONAL FINANCING (SCP2-AF)

Assignment Title: Consultancy Services for Design Review, Preparation of Bidding Documents and Construction Supervision Services for Environmental Infrastructure Projects

ILBANK (hereinafter called “Borrower”) has received financing from the International Bank for Reconstruction and Development (IBRD) (the “Bank”) in the form of, a loan (hereinafter called “Loan”) toward the cost of Sustainable Cities Project 2 – Additional Finance (SCP2-AF), and intends to allocate a part of the Loan to KOSKİ Konya Water and Sewerage Administration General Directorate (hereinafter called Client) through Sub-Loan. The Client intends to apply a portion of the proceeds of this Sub-Loan to eligible payments for consulting services.
Consultancy Services will include the design review of existing designs and preparation of final designs, preparation of tender package and bidding documents, providing technical support to prepare bid evaluation reports and performing construction supervision (hereinafter called “Services”)
The above Services are related to the following proposed investment:
· KOSKİ W1: Konya – Derebucak & Doğanhisar & Taşkent Wastewater Treatment Plants (WWTPs)
· KOSKİ W2-Lot 1: Konya – Karapınar Water Supply Transmission Line
· KOSKİ W2-Lot 2: Konya – Suğla Water Supply Transmission Line
The estimated duration of the Services is 24 (twenty-four) calendar months including design review and supervision of construction works and excluding Defects Liability Period of the construction works which is 12 months.

The Client now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The shortlisting criteria are:
General experience:
At least 10 years’ of general experience of as core business in Consultancy Services prior to the deadline for submission of applications prior to deadline for submission of interests;
2. Experience in successful completion of projects financed by international financing institutions; preferably under the World Bank finance, within last 10 years prior to deadline for submission of interests
Specific Experience:
Experience in design/design review, preparation of bidding documents and construction supervision services for the construction of water/sewerage/stormwater network, wastewater treatment plants etc. that are similar to the required Services defined above in terms of their size and complexity within the last 10 years;
Experience in the region (Turkey) and knowledge of local standards and regulations.
Administrative and Human Resources Capacity:
· The Consultants should demonstrate availability of and/or access to the key experts for the performance of the services described in the TOR
· The Consultants should demonstrate sound administrative and financial capacity
Key Experts will not be evaluated at the shortlisting stage. The Client satisfaction and past performance of the Consultants in similar works will be considered in the ranking of the Consultants when establishing the shortlist.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” (July 2016, Revised November 2017 and August 2018) (“Procurement Regulations”), setting forth the World Bank's policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture and/or a sub consultancy to enhance their qualifications. In case of a Joint Venture (JV), all members of the JV shall be evaluated jointly for the purpose of short listing and shall be jointly and severally liable for the assignment and shall sign the contract jointly in case of award is made to that JV group. Interested Consultants should clearly indicate the composition of their "association", and role of each partners (lead or member) and sub-consultants in their application. Unclear expression of interests in terms of "in association with" and/or "in affiliation with" and etc. without indicating the status of the partnership and designation of the lead partner may not be considered for short listing. The full commercial names of all Consultants and their country should be specified in the expression of interest.
A consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.
